Abstract：In city and region planning, the process of development in external plann-ing theory and ideas was systematically introduced is a conspicuous lack in our country. This is main because that we always lay emphasis on practice technic-al ability, neglect to study planning theory. For a planning person, if he knows the origin, background of planning ideas and its historic success and failure. then he can resolve many complicated problems in real life.
